Best eSIM for Azerbaijan

Azerbaijan has a rule that catches phone owners off guard: a handset brought into the country and used with an Azerbaijani SIM has to be registered on the state IMEI database, and after a grace period of thirty days an unregistered phone is cut off from local networks. Tourists rarely stay that long, but it is one more form on top of the passport registration at the Azercell, Bakcell and Nar kiosks in Heydar Aliyev International (GYD).

A travel eSIM sidesteps all of it, because it roams onto a partner network rather than putting an Azerbaijani SIM in your phone. The Baku trip itself is data-hungry: Bolt rides between the Old City and the Flame Towers, maps in the lanes of Icherisheher, menu translation, and day trips to Gobustan, Gabala and Sheki where you are the navigator.

Baku is a four-to-six-day city with day trips, and that is the validity to buy; add days if you are heading on to Sheki and Gabala in the north or Lankaran in the south. Data use is moderate: Bolt and Uber rides, maps, a translation app for a language close to Turkish but written with a Latin alphabet full of unfamiliar letters, and photo uploads from the Caspian promenade at dusk.

Treat Azerbaijan as a 4G/LTE destination; 5G is still at an early stage here and not something to plan around. The eSIM joins the partner network named on the plan card and uses the best signal available, which in Baku and its Absheron suburbs is fast. Hotspot works on most plans and is handy for a laptop in a hotel with weak Wi-Fi.

A local number is not needed: ride-hailing runs from your existing account, and hotels and tour operators reply on WhatsApp. Many visitors combine Baku with Georgia across the Balakan–Lagodekhi border, and single-country plans do not cross it; check whether an Asia or Europe regional plan lists both countries before buying two. Azercell, Bakcell and Nar are the three networks in Azerbaijan, and all three run 4G/LTE across Baku, the Absheron peninsula and the regional centres. Your eSIM connects to the partner network on the plan card and takes the strongest signal, which in the capital means fast LTE from the Old City out to Heydar Aliyev International and the beaches at Bilgah.

Leave Baku and the picture follows the roads. The highway north to Quba and west to Ganja is covered in the towns and thin between them. Sheki and Gabala have good coverage in town and at the main hotels; the mountain villages above them, Khinalig above Quba and Lahij in the Ismayilli hills, have a bar or two at best. Gobustan's rock art site and the mud volcanoes beyond are patchy. The Caspian coast at Lankaran is covered, and Nakhchivan, the exclave reached by air from Baku, is served by the same operators. On a Caspian ferry, expect nothing once out of port.

• Baku — strongest signal in the country, from the Old City to the Formula 1 street circuit and the airport.
• Ganja — good 4G in the city; thinner on the drive there.
• Sheki — covered in town and at the Khan's Palace.
• Gabala — 4G in town and at the resorts.
• Quba — 4G in town; Khinalig is largely offline.
• Lankaran — 4G along the coast.
• Nakhchivan — covered in the city.

For anything up to a fortnight the eSIM is the simpler answer: no kiosk, no IMEI form, live in time to book a Bolt at the airport, and your own number still working. A local SIM pays off for a stay beyond a month, after you have registered the phone. Roaming suits one night in Baku on expenses.

1. Buy an Azerbaijan plan above. The QR code is emailed within minutes; iPhones on iOS 17.4 or later also get a direct install link.
2. Install on home Wi-Fi. iPhone: tap the link, or Settings › Mobile Data › Add eSIM and scan the QR. Android: Settings › Connections or Network › SIM manager › Add eSIM › scan the QR, or enter the SM-DP+ address.
3. Label the line Azerbaijan.
4. Switch Data Roaming on for the new line and mobile data off on your home SIM, which stays active for calls and OTPs.
5. Keep the home SIM as the data line until you arrive.
6. At Heydar Aliyev International, or at the Balakan crossing if you drive in from Georgia, select the Azerbaijan eSIM as the data line. It registers on a partner network within a minute.
7. Validity starts at that first connection, not at purchase or install.

Install the eSIM at home on Wi-Fi a few days before you fly and keep your home SIM as the data line until you land at Baku. Installing early costs nothing, because validity starts only when the eSIM first connects to an Azerbaijani network.

If Baku is the second stop of a Caucasus loop, the Azerbaijan plan waits quietly in the phone while you are in Georgia and starts at the border. Whatever time your flight lands, switch the line on at the gate rather than at the hotel, so the Bolt can be booked from arrivals.

Keep your Jio, Airtel or Vi SIM in the phone with data roaming off so OTPs arrive; WhatsApp calls work without restriction in Azerbaijan, so calling home costs nothing beyond data.

UPI is not accepted in Azerbaijan. Cards work in Baku's restaurants, malls and hotels, but carry cash for the Old City bazaars, taxis outside the apps and anything in Sheki or Gabala. IST is 1 hour 30 minutes ahead of Azerbaijan, which keeps the same clock all year. Sockets are the European two-pin Type C and F, so pack an adapter.

Non-stop flights connect Delhi with Baku. Indian restaurants have multiplied around central Baku to serve the surge of visitors from India, and vegetarian options on Azerbaijani menus include dolma with rice, qutab flatbreads with greens and the herb omelette kuku. Pack a warm layer even in summer: the wind that gives Baku its name is real.
