Papua New Guinea is a country of extremes for a traveller's phone: Port Moresby has a functioning city network, and two hours later you can be in a highland valley where nothing works. Most arrivals come through Jacksons International Airport (POM) for resources and LNG business, mission and aid work, diving out of Milne Bay and Kimbe, or the trek in to Kokoda. Every one of those depends on domestic flights that change, drivers who need calling and bookings made from wherever you happen to have signal.
